   it’s a prayer to (lord) shiva to remove the fear of death. and it means sth like this: om. we worship shiva who is merciful and is the protector of his devotees. worshipping him may we have liberation from death for the sake of immortality and by his grace may we be in the state of salvation (moksha) and be saved from the clutches of frightening death.

   it’s like the “evil eye” only in chant.

   i don’t know much about it; rohit sent it to me. but the insignia on the top is for Zee television, which is one of the major channels in india, so i assume that’s where it was aired.
